.oqp control reference

Use canonical routes and controls in input files. Raw names identify implementation storage. A control without an accepted canonical spelling is not available in .oqp files.

The tests section is an internal regression-harness control. It is accepted by the input schema so example decks can describe an expected failure.

Canonical input call: tests(exception=VALUE); VALUE is a placeholder for the documented value.
